Tourism and marine litter are on a collision course along parts of the Tasikmalaya and Garut Coast (TGC) in West Java. This study offers a practical, place‑based way to manage that tension by combining Sector Analysis (SA), the Coastal Scenic Evaluation System, and the Coastal Clean Index. Seven beaches—from the remote Sancang Nature Reserve to easily accessed village beaches—were classified by typology, scenic quality, and cleanliness to match management options with real conditions.

The results are nuanced. Remote beaches such as Sancang Cetut and Sancang Cikolomberan remain scenic and relatively clean; the recommended option is strict protection and low‑impact Special Interest Tourism (birdwatching, hiking, snorkeling) with controlled access. Rural beaches like Bubujung and Karang Tawulan show moderate scenic decline under increasing use; here, nature‑based day‑use activities and improved waste logistics can keep impacts in check. Village beaches—Cipatujah, Sindangkerta, Pamayangsari—face the heaviest pollution and degraded scenic value. They need urgent clean‑ups, better bins and collection, and tailored mass‑tourism activities (e.g., swimming zones, beach sports, culinary areas) supported by clear rules and community participation.

By aligning management to each beach’s morphology and use, the SA matrix turns scattered actions into a coherent coastal plan. Implemented well, it protects natural assets that draw visitors (SDG 11), reduces plastic leakage at the source (SDG 12), and safeguards downstream ecosystems (SDG 14). The study’s step‑by‑step scoring and mapping make it straightforward for local governments to adopt and for communities to monitor over time.
