Universitas Padjadjaran (Unpad) provides mechanisms for employees, both civil servants (PNS) and non-civil servants (Non-PNS), to file grievances related to their rights or management decisions they consider unfair.
1. Rector Regulation No. 3 of 2018
This regulation covers Guidelines for Functional Positions, Remuneration, and Performance Assessment for Educational Staff at Unpad. It includes provisions on performance evaluation and remuneration, which can serve as a basis for employees to submit grievances if they feel there is an unfair assessment or denial of rights.
2. Rector Regulation No. 19 of 2019
This regulation concerns the management of Non-Civil Servant Educators at Unpad. It outlines the rights and obligations of Non-PNS educators, including mechanisms for submitting grievances regarding decisions that are perceived as detrimental.
3. Grievance Procedure
Although detailed procedures are not fully specified in publicly available documents, employees who feel their rights are violated or are dissatisfied with management decisions can typically follow these steps:
- Submit a Written Grievance: Submit an official letter outlining objections, supported by relevant evidence.
- Submit to Immediate Supervisor: Present the grievance to the direct supervisor or the head of the respective unit.
- Through the Human Resources (HR) Unit: If unresolved via the direct supervisor, the grievance can be escalated to Unpad’s HR unit for further action.
- External Oversight: If internal channels fail to provide a solution, employees may submit complaints to the Indonesian Ombudsman or other authorized external oversight bodies.
4. Supporting Documents
To strengthen the grievance process, employees are advised to attach supporting documents such as:
- Copies of the decision or assessment being disputed.
- Documents demonstrating unfair treatment or violation of rights, such as communications, performance reports, or administrative records.
- Letters or recommendations from colleagues or other parties that support the claim.
This process ensures that all employees receive fair treatment in accordance with applicable regulations at Unpad.
An official guideline and decree (SK) are available, outlining the mechanism for submitting objections regarding employee rights and/or salaries, ensuring that every employee has a clear procedure to raise concerns or inquiries about their compensation in this link
